我搵到個外國網 佢話
DVD version for PC is 29.99$ and for PS3 39.99$ at pre-order on amazon and you don't need GTAIV to play the DVD version of EFLC
而且官網也有說明

both The Lost and Damned, and The Ballad of Gay Tony together on disc and does not require a copy of the original Grand Theft Auto IV to play.

EFLC is TLAD and BOGT as standalone games, no original GTA IV. However, if you won't buy EFLC, you must download both TLAD and BOGT from Microsoft Live and you need to have original IV to install them.
大概意思:
EFLC 係包括左TLAD , BOGT
而TLAD , BOGT 就可以不用 買EFLC , 但如要DL 就要從MICROSOFT LIVE 下載 , 而且還要有GTA IV 的原版安裝
