If EFLC Crash:
Delete Settings Folder From C:\Users\YOUR USER NAME\AppData\Local\Rockstar Games\GTA IV
Start EFLC
Choose TBOGT or TLAD
Go In Option and Disable Shadow and Night Shadow

Enjoy  




Use this Shaders Folder to Have Shadow Again.

But only Reflection on Cars and Trees Work and are Grainy

Screen Ratio is 1.75 in this Line
Screen Ratio = Horizontal Resolution Divide by Vertical Resolution

If it's too Cartoon use

float2 offset = 0.6 / InputSize;

This Shaders folder as Fix the Crashing when I enable Shadow in Option
Don't forget to delete Settings Folder before you use those New Settings

Try this Shaders folder Please
And for Sharpen Filter :

float2 InputSize =float2(1768, 992/1.75);
float Amount = 1.0; // Strength
float2 offset = 0.8 / InputSize;

1768 = Horizontal Resolution
992 = Vertical Resolution
1.75 = Screen Ratio
Float Amount = Strenght force for Sharpen
Offset = Same As Strenght I think

If you reduce by One Strenght you Need to Reduce by 2 the Input
